Situation:
Central Texas
Regional Mobility Authority (CTRMA)
in cooperation with the Texas
Department of Transportation (TxDOT),
announced an ambitious and
innovative proposal to expedite
mobility improvements in Central
Texas. The $2.2 billion program
would toll 64 miles of new capacity
in the Capital Area. CAMPO was
empowered to determine whether the
toll road proposal should be
developed in the Central Texas area.
Challenge:
CTRMA wanted
to gain a better understanding of
community support, interest and
concerns; educate the public of the
nuances of the plan and identify
recurring themes to be addressed in
tolling policy and customer service
surrounding possible toll road
development.
How We Helped:

Facilitated area-wide community
meetings, created and compiled
survey research and currently
conducting focus group
discussions with key community
influencers.

balance discussion information
regarding mobility and funding
crisis and solutions

neighborhood/community
leadership and conducted
one-on-one or small meetings
with leadership (including
existing opinion and business
leaders influential in each of
the communities)

facilitating focus groups with
key community influencers:

an outside-in perspective on
tolling policy objectives,
functionality,

clearly
defined how the functionality
should be packaged;

identifying and prioritizing the
public’s perception of value
associated with tolling
functionality in relation to
tolling in their areas.

Analyzed
and synthesized quantitative and
qualitative findings which
helped influence addendums to
the plan based on community
feedback and upcoming tolling
policy.
Impact:
Facilitated
fifteen Central Texas community
meetings on recent CTRMA/TxDOT toll
road proposal reaching over 500
constituents directly in
face-to-face town hall discussions
in eight weeks. Moderated and
managed an exchange of public
information in which 88% of
attendees attested to being “more
informed about the mobility crisis
facing Central Texas” than prior to
coming to the meeting. Working with
CTRMA to gain consensus around final
conclusions, prioritizations and
recommendations on tolling policy in
Central Texas. |
